John-Mark Philo, "Elizabeth I’s Translation of Tacitus: Lambeth Palace Library, MS 683", in 'The Review of English Studies', Nov 2019, available at: https://doi.org/10.1093/res/hgz112 This argues that the translation was undertaken by Elizabeth I, that the text is written in a scribal hand of the 1590s but with corrections and additions in the Queen's hand.
